Double-homicide victims identified

DOWNEY -- The two men shot and killed outside Rick's Motel last Saturday have been identified as brothers from Diamond Bar.

Jaime Garcia Jr., 29, and his 17-year-old brother, Ivan Garcia, were fatally shot outside the Downey motel at around 11:28 a.m. Saturday. 

Police arrested a suspect, 29-year-old Raymond Joseph Penland, later that night after a standoff in Santa Fe Springs. 

Investigators have not publicly disclosed a motive but said Penland became involved in an altercation with the brothers prior to the shooting. The brothers previously lived in Downey before moving to Diamond Bar, officials said.

Penland was charged with two counts of murder and is being held in jail pending his next court appearance.
