Runoff election plan OK'd

DOWNEY - In the unlikely event of a tie in November's municipal election, the city of Downey will foot the bill for a special runoff election, the City Council agreed Tuesday.Two council seats will be up for grabs in November: Mayor Anne Bayer is being termed out of office, and Councilman Mario Guerra is up for re-election. With Tuesday's action, Downey would pay up to $150,000 for the cost of a runoff election if a tie were to occur. Otherwise, the winner would be declared by a coin flip or drawing straws, city clerk Kathleen Midstokke told the Council. The City Council has historically adopted similar resolutions in the past, Midstokke said.
