Dear Editor:Congratulations to staff writer Christian Brown for an excellent and informative article ("Stricter Restrictions on Newspaper Racks," 9/25/09). This is an excellent idea whose time has come - sooner rather than later. Thanks to Mayor Guerra who directed staff to find ways to make new rack locations in the city more attractive. These news racks in Downey are an eye sore. Many are broken, some are used, while others are empty, and many have graffiti internally that is difficult to remove without disassembling the rack. The appearance of Downey will be greatly improved immediately by implementing the City Council-approved new standards, which will produce more uniformity among the new racks by strictly regulating the size, shape, color and location of the vending machines.
