Pemberton releases her vision for Downey
DOWNEY – District 3 city council candidate Dorothy Pemberton released her vision for Downey this week, which includes a four-point plan that covers Community Safety, Fiscal Transparency, Quality of Life and Economic Development.

Community Safety:
Dorothy Pemberton believes that the safety and well-being of Downey’s residents should always be the top priority. As a City Council member, she is committed to working closely with local law enforcement agencies, community organizations, and residents to implement effective crime prevention strategies.
Dorothy will prioritize initiatives that strengthen neighborhood watch programs, enhance police-community relations, and ensure adequate resources for public safety including the installation of sub-stations in every district.
Her experience having graduated from the Downey Police Citizens’ Academy and her 10-year leadership role with Gangs Out of Downey (GOOD) give her a unique advantage and qualifications to be the next Councilmember for District 3.
Fiscal Transparency:
Transparency and accountability are crucial for the effective functioning of local government. Dorothy Pemberton served on the Measure “S” Oversight Committee managing a $50 million dollar budget making sure the funds were spent responsibly.
She is committed to promoting fiscal transparency in the city’s budgeting and financial processes. She will advocate for clear and accessible public reporting of finances, ensuring that Downey residents have a comprehensive understanding of how their tax dollars are being utilized.
Dorothy will work diligently to foster trust and engagement between the city government and its residents.
Quality of Life:
Improving the quality of life for all Downey residents is at the heart of Dorothy Pemberton’s campaign having lived in Downey her entire life. As a 20-year Board Member of the Downey YMCA, Dorothy is on the capital improvement committee to help rebuild the YMCA, which is so needed in the community for seniors, youth and adults. The project is very close to begin construction in the upcoming months.
She envisions a Downey where every resident has access to safe parks, quality recreational facilities, and well-maintained public spaces. In addition, Dorothy wants to create a community garden and a dog park in District 3 bringing families and friends together.
Dorothy will prioritize investments in infrastructure, such as road repairs, sidewalk maintenance, and green spaces, to create a vibrant and livable community for families and individuals of all ages. She will collaborate with local stakeholders, community organizations, and residents to address their specific needs and concerns, ensuring that Downey remains a desirable place to live, work, and raise a family.
Economic Development:
Dorothy Pemberton understands the importance of a strong and thriving local economy. She will actively seek opportunities to attract new “family-friendly” businesses, name-brand anchor stores, businesses that offer high-paying jobs, foster entrepreneurship, and support existing enterprises.
By creating a business-friendly environment and streamlining bureaucratic processes, Dorothy aims to stimulate job growth and economic development in Downey. She will work closely with local chambers of commerce, business owners, and industry leaders to identify and address their needs, ensuring that Downey remains competitive and prosperous.
