L.A. County changing Restorative Care Village treatment providers
DOWNEY – Los Angeles County is poised to replace its crisis residential treatment provider at the Restorative Care Village at Rancho Los Amigos National Rehabilitation Center.
Opened in 2021, the Restorative Care Village takes in patients discharged from county hospitals. It has 50 beds available for homeless patients and 80 beds for people requiring psychiatric care.
Last November, the board of supervisors approved motions to execute contracts, on a sole source basis, with Didi Hirsch for the provision of Crisis Residential Treatment Program (CRTP) services at the Restorative Care Village (RCV) on the Rancho Los Amigos and Olive View-UCLA Medical Center campuses, respectively.
Subsequent to the Board’s motions, DMH and --Didi Hirsch were not able to negotiate contracts due to Didi Hirsch’s request of a cost-based contract that could not be accommodated as CRTP services are paid based on provisional rate basis and settled at cost report reconciliation.
Instead, the county will utilize Bel Air Health Services to provide treatment services. The proposed contract – which requires approval from the Board of Supervisors – is for three years and worth $3.5 million annually per site.
The contract will be funded by Medi-Cal and Mental Health Services Act revenue.
