Dr. Anthony Felix releases homeless reduction plan

DOWNEY - Downey City Council District 2 candidate Dr. Anthony Felix released his plan to address homelessness on Tuesday.

“If the residents of Downey truly hope to mitigate homelessness, we need a leader who has the background to collaborate with the residents and administration to implement a plan of action,” said Felix. “We can problem solve for this issue; we just need someone qualified to lead the charge!”

Felix’s plan is as follows:

Strategic Planning: Develop an infrastructure to provide housing and homeless services to mitigate homelessness in Downey. Currently, there is no strategic plan.

Program Design: Identify programs that will prevent and address homelessness.

Preventing our residents from experiencing homelessness: Utilize housing navigation, Lease Up, and time-limited subsidies.

Mitigating literal homelessness: Use street outreach programs to facilitate engagement with unhoused neighbors and an access point to provide system linkages to programs based on individual needs.

Community Engagement: Facilitate community feedback sessions for refinement.

Funding: These programs can be paid for through grant awards, which means funding would not be used from the city’s existing budget. Instead, grant funding would increase the city’s budget.

Implementation: Start providing services to mitigate homelessness in Downey.
