Downey looks to establish policy on donation requests

DOWNEY — In response to mounting requests in recent years, the city council moved closer Tuesday to establishing an official policy for fee waivers, sponsorships and donations for local nonprofits and community organizations.

Downey traditionally offered indirect financial support to organizations through fee waivers, facility discounts, and use of the city’s mobile stage. The city also donates foursomes redeemable at the city-owned Rio Hondo Golf Club, and sponsors tables at charity events.

In 2023, the city established its $100,000 Community Based Organization grant program, which allows nonprofits to apply yearly for funding to assist with programs, events, and services that benefit the Downey community.

The number of requests have increased in recent years, costing the city $24,679 in 2023 compared to $3,300 and $2,534 in 2021 and 2022, respectively.

On Tuesday, the City Council directed city staff to bring back an official policy for approval that would set limits on the amount of aid the city would offer, including up to 50% of total costs for fee waivers, and up to $3,500 for table sponsorships.

The city will maintain the status quo in regards to golf foursomes, and the existing practice for the mobile stage will be formalized.

The policy will be brought back to the city council for consideration at a later date.
