2 Downey doctors arrested on fraud charges

A pair of Downey doctors were among 14 physicians charged Wednesday in a sweeping indictment alleging Medicare and Medicaid fraud.

Antonio Olivera, 78, and Emelita Cephass, 57, both of Downey, are accused of participating in a “hospice kickback scheme” to defraud Medicare.
