Dear Editor:Every day around Downey I see cars parked at red curbs, cars parked on the wrong side of the road, cars parked blocking lanes, cars parked blocking intersections, and cars parked right under "no parking" signs. They never get tickets. It's really bad near the apartments. I saw all of these things Sunday morning. And I see Downey cops driving around, never enforcing parking laws. I wonder if the police chief tells them to do this? Dave Collins Downey
