DOWNEY – Councilman Timothy Horn will replace former councilwoman Catherine Alvarez on two subcommittees, including one on renters’ rights.

Alvarez was the city council representative on the Clean Power Alliance and Renters’ Rights Subcommittee. But she was removed from office earlier this month after District 3 voters overwhelmingly voted to recall her.

Horn was appointed to the city council to replace Blanca Pacheco, who resigned after she was elected to the state Assembly.

The city council will vote to formalize the changes Tuesday.
