DOWNEY - A plan to install speed humps to slow down speeding vehicles in the Discovery Sports Complex parking lot has been temporarily shelved after council members agreed they did not do enough to stop speeders.After retooling, the matter is expected to be brought back before the City Council at a later date. Speed humps are mounds of asphalt materials about 12 feet in length and 2 1/2-3-inches tall, Public Works Director Brian Ragland wrote in a report presented to the City Council on Tuesday. But drivers can still travel over the humps at speeds up to 30 MPH without sustaining damage to their vehicles, Ragland conceded. The speed limit in the Discovery Sports Complex parking lot is 15 MPH. The humps should reduce vehicle speeds to at least 15 MPH "otherwise there is no sense putting them there," Councilman David Gafin said. Councilman Mario Guerra said he has witnessed ambulances travel through the parking lot, which is accessible from Bellflower Boulevard, as a shortcut to the Kaiser Permanente hospital. Discovery Sports Complex will be the first to receive speed humps, but they will eventually be placed in city-owned parking lots throughout Downey, Ragland's report said. -- Eric Pierce, City Editor
