DOWNEY -- Downey resident Richard Elliot, representing Downey's Toastmaster Club 587, took first place in a recent competition in Santa Fe Springs.Elliot won Toastmaster International's Area E-2 International Table Topics Contest, which took place Feb. 21 inside Santa Fe Springs' council chambers. Freddy Clark, also representing Club 587, won second place in the International Speech Contest.
