Dear Editor:I understand that the city is seeking $2 million in order to build an affordable (low-income) complex in the heart of the city. Of course it is great that the city is trying to revitalize downtown Downey. However, I must agree with Barry Dunlap (Letters to the Editor, 11/20/09). I cannot see how those who can't afford paying rent will contribute to the economic growth for downtown that the city is seeking. I cannot see any advantage to the project other than the city will end up with more debt, and more over, little chance of any type of an equitable return. The city has not explained what the upside of this project would be. - Ed Romero, Downey
