DOWNEY - James Elbert Tracy, 93, passed away Oct. 29.Born in Nebraska on Nov. 18, 1916, he was a longtime resident of Downey, along with his wife of 27 years, Mattie Tracy. A churchgoing man, he was also a member of the Elks Lodge, a retired U.S. postmaster and veteran of the armed forces. He was laid to rest at Rose Hills Memorial Park in Whittier on Nov. 3, following a graveside military service.
