DOWNEY - Local residents with an old, worn, torn or tattered American flag are encouraged to donate it to the Royal Rangers group in Downey for a respectful retirement.The Royal Rangers, Outpost 132, will collect flags at its fireworks stand located in front of Big Lots from July 1-4. If the flag has special significance, residents are encouraged to share the story so it can be read at the ceremony. The retirement ceremony will be held at a future date and is open to Rangers only.
