DOWNEY - Capt. Rick Esteves, a 25-year veteran of the Downey Police Department, will take over as police chief when Roy Campos retires in December.City Manager Gerald Caton appointed Esteves and the decision was confirmed by the City Council on Tuesday. Esteves will become the Downey Police Department's ninth chief of police when Campos retires Dec. 2. Campos was named police chief in October 2005 following the retirement of John Finch. Esteves was on vacation this week and not available for comment.
