DOWNEY - Eligible businesses can have new energy-efficient appliances installed at no cost - and there's no catch.Southern California Edison is sponsoring a program that offers the appliances to qualified small business owners using less than 100 kilowatts of electricity per month. Edison officials began visiting Downey businesses last week to conduct free energy surveys. Businesses that qualified were offered replacement equipment at no charge.
