Downey Police Department launches ‘Pulse of Life’ initiative to protect domestic violence victims

DOWNEY — The Downey Police Department has launched the Pulse of Life initiative, a new personal safety device program aimed at protecting victims of domestic violence.

Introduced in November 2024, the program provides individuals facing threats or harassment with a discreet way to summon emergency assistance.

The Pulse of Life device allows victims to instantly alert law enforcement without needing to call 911. When activated, the alarm connects the user with emergency responders, ensuring a rapid police response in dangerous situations.

Domestic Violence Detective Michael Mrotz is overseeing the program and will work closely with victims to provide guidance on its use. To maintain the program’s integrity, officials are keeping details of the device’s design confidential.

“The Downey Police Department’s commitment to protecting our community is reflected in programs like Pulse of Life, which serve as a lifeline for those in danger,” said Downey Mayor Hector Sosa. “By providing this safety tool, we are equipping individuals with the means to access help when they need it most. This initiative highlights the city’s ongoing efforts to enhance public safety.”

Former Mayor Mario Trujillo also praised the initiative, emphasizing its life-saving potential. “The Pulse of Life program reinforces the city’s dedication to protecting its residents,” he said. “This is not just a safety measure—it’s a critical tool that is helping save lives.”
