DOWNEY - The City Council elected Roger Brossmer on Tuesday to serve as the next Downey mayor, effective Dec. 6.Brossmer replaces Luis Marquez. Councilman David Gafin, meanwhile, was elected mayor pro tem. Gafin is entering his eighth and final year as a council member before term limits force him to step down. Councilman Mario Guerra is slated to become mayor for the second time in December 2012, followed by Councilman Fernando Vasquez in 2013. Brossmer will be sworn into office on Dec. 6 at 6 p.m.
